Dear Sir,
As a consequence of completion of centralized admission
by RPETEAP 2007 seats are still remaining vacant in
colleges offering Engineering, Pharmacy & Architecture
courses. In view of such vacant seats, Government has
accorded permission to fill these seats as per above
mentioned referred letter. The schedule of activities is
as under:

(Candidates desirous to apply for direct admission can
apply to the desired institute in the form being made
available at RTU web site www.rtu.ac.in &
www.indiaresult.com, Colleges should also make it
available on their respective website of colleges.)
You are therefore required to consider filling of vacant
seats as per following guidelines:
1. Indicate status of filling of seats (in each branch)
after II counseling of RPETEAP 2007 by 8th Sept.
2007.
2. Reporting of total vacant seats (Branch wise) for
direct admission to Coordinator, RPETEAP 07 latest
by 12th Sept., 2007.
3. Reporting list of candidates (in each branch) who
have been granted tuition fee waiver under the AICTE
scheme to Coordinator RPETEAP-2007 latest by
19.09.2007.
4. On the basis of para 2 & 3, Coordinator RPETEAP-07
shall accord approval for filling of the vacant seats
and display on the designated web sites of RPETEAP-07 (
www.rtu.ac.in
& www.indiaresult.com ).
5. On the basis of para 4 all colleges shall publish
advertisement in all the editions of at least one state
level dailies on the date as given in table at S.No.
4, indicating branch wise vacant seats for inviting
applications under direct admission. The last date of
receipt of application shall be fixed as given in table
at S.No. 5. The advertisement must be pasted on the
college website as well. Any advertisement issued
prior to this notification will not be valid for direct
admission. Colleges not communicating the vacancies as
per schedule shall not be allowed to admit the students
under this scheme.
6. Colleges should seek application from students for
direct admission as per para 5. No fee should be charged
for sale of application form or otherwise. All
candidates including those already studying in the
college are eligible for direct admission.
7. The merit list shall be prepared by a committee of
all HODs headed by the Principal in accordance with the
criteria specified in para 8. The merit list of the
applicants must be displayed on the college notice
board, college website and the same be communicated to
the Coordinator through E-mail latest by the date as
given in table at S.No. 6.
8. Merit list must be prepared on the basis of
following order;
I. Candidates of RPETEAP-07 rank who are domicile
of Rajasthan
II. Candidates of AIEEE-07 rank of Rajasthan
domicile
III. Candidates of AIEEE-07 rank but non
domicile of Rajasthan
IV. Candidates of Rajasthan domicile having passed
10+2 with 45% total marks in the subject combination
as per RPETEAP 07 information brochure.
V. Candidates of non-domicile of Rajasthan having passed
10+2 with 45% total marks in the subject
combination as per RPETEAP 07 information brochure.
(Admission to the candidates mentioned at order II will
be given only after the candidates mentioned at order I
exhausted and so on.)
9. Candidates having negative marking & zero marks in
any subject of AIEEE test should not be
considered for direct admission in a similar manner
to the advertisement issued by RPETEAP-07 for admission
of OR candidates. Same eligibility criteria shall be
applicable for the candidates being admitted under
direct admission category having AIEEE rank.
10. The admissions shall be carried out by the
respective colleges on any of the single date as
given in table at S. No. 7 and list of admitted
students and waitlisted candidates must be displayed by
03:00 PM on the same day on college notice board,
college website and should also be communicated to the
Coordinator. All the admitted and waitlisted candidates
will be required to deposit the fee on the same day.
The date of admission must be decided by the college as
given in table at S. No. 7 and same must be indicated in
the advertisement being issued by the college.
11. Candidates are required to be present at the
institute on the date of direct admission of the
respective college as published in the advertisement.
12. A student who is already admitted in a college
through RPETEAP-2007 wishes to move to a new college as
a result of direct admission shall deposit full fee (as
prescribed by Government) at the new institute. Such
candidates need to immediately report/inform by
submitting the copy of the fee receipt & admission
letter to the previously admitted institute so that they
can fill their seat in time. The old institute shall
refund the fee as per the guidelines of AICTE to such
students. The colleges can fill such vacancies from
amongst the waitlisted candidates latest by 29.09.2007.
The final list of admitted students shall be
communicated to the coordinator latest by 30.09.2007.
13. Students can send a copy of their application to the
COORDINATOR, RPETEAP-2007 also. This fact is to be
mentioned by the colleges in the advertisement for
direct admission.
14. Rajasthan Institute of Engineering & Technology,
Jaipur is not allowed to admit the students in Computer
Engineering under the scheme.
15. Any new institute which has yet not applied for
affiliation with RTU is also not permitted to admit the
students.
16. Admission must be given strictly on the basis of
the merit list prepared as per above guidelines &
all activities must be properly documented, and must be
submitted along with the list of students
admitted & fee charged from them for approval.
17. Total transparency must be exercised in the entire
process of direct admission & eligibility of all
students should be ascertained as per RPETEAP 07
information brochure.
18. Colleges are required to follow guidelines strictly
to avoid denial of enrolment by affiliating University.
19. Direct Admission formalities must be completed by
29th Sept., 2007 positively and list with details
should reach to Coordinator, RPETEAP-2007 office by
30th Sept. 2007.
20. In case of any clarification regarding guidelines
you may write to the undersigned. Admission made in
violation of above guidelines will not be accepted by
RPETEAP-07 for enrolment purpose.

| Sub: Instructions
to Technical Institutions, Universities including Deemed
to be Universities imparting Technical Education
regarding matters concerning charging of fees, refund of
fees and other student related issues. |
All India Council for Technical Education (AICTE) has
been empowered interalia under section 10 (n) of AICTE
Act to “take all necessary steps to prevent
commercialization of technical education”. In compliance
with the provisions under AICTE Act and in the light of
directions of Govt. of India issued under section 20 (1)
of AICTE Act vide Letter No. (U.1 (A) Section), it has
been decided to issue instructions to the Technical
institutions, Universities including Deemed to be
Universities imparting Technical Education in the
matters concerning students.
Whereas it has come to the notice of the AICTE that
Technical Institutions and Universities including Deemed
to be Universities, are admitting students to technical
education programmes long before the actual starting of
an academic session; collecting full fee from the
admitted students; and, retaining their
school/institution’s leaving certificates in the
original;
And Whereas, Institutions and Universities are also
reportedly confiscating the fee paid if a student fails
to join by such dates;
And, Whereas, certificates in original are being
detained by institutions and Universities to force
retention of admitted students;
And, whereas the time-limit for students to join the
courses/programmes is also being advanced in some cases
unrealistically so as to pre-empt students/candidates
from exercising other options of joining other
institutions of their choice.
In the event of a student/ candidate withdrawing before
the starting of the course, the wait listed candidates
should be given admissions against the vacant seat. The
entire fee collected from the student, after a deduction
of the processing fee of not more than Rs.1000/- (Rupees
one thousand only) shall be refunded and returned by the
Institution/ University to the student/candidate
withdrawing from the programme. It would not be
permissible for Institutions and Universities to retain
the School/Institution Leaving Certificates in original.
Should a student leave after joining the course and if
the seat consequently falling vacant has been filled by
another candidate by the last date of admission, the
Institution must return the fee collected with
proportionate deductions of monthly fee and
proportionate hostel rent, where applicable.
Any violation of instructions issued by the AICTE, shall
call for punitive action including withdrawal of
approval and recognition of erring institutions and
Universities. AICTE shall on its own or on receipt of
specific complaints from those affected take all such
steps as may be necessary to enforce these directions.
